Bovenstaande grafiek toont niet aan dat de VS een schurkenstaat is geworden – dat is het ook (maar die schurken zitten [nog] niet vast) – maar een politiestaat met een heuse gevangenisindustrie. 'Prison industry' is een normaal woord in Californië (met de Terminator aan het hoofd). De grootste criminelen lopen vrij rond.
